One -time occurence should not be a problem. Habitually doing those however is considered unauthorized employment.
My first I140 got denied. Can i file 2 more I 140 - 1 in premium to nebraska and another in regular to texas at the same time

Need more information. You yourself can do nothing . I-140 is an employer's responsibility.

You need to wait for at least 3 years before attempting to apply under the 3 year rule in this instance.
