No tourist and/or visitor's visa can be approved to your daughter under the circumstances you described.
Resigned from Residency program on J1 visa. Can I apply for a 2nd J1 soon for another program and complete 2yr rule later?

Yes, you will owe a separate and additional 2 year HRR for each J-1 program that is subject to it.

Those stand-alone I-130 petitions whose priority dates are not current simply are not prioritized by USCIS. It's a fact of life.

Gov. shutdown should have no effect on your AOS process since USCIS funds itself from the fees it receives from applicants.
