As long as you don't stop or transit in any third country, yes, it will be considered as domestic travel.
I am a French Citizen on a J1 Visa. Do i still need to apply for a J1 waiver even if the 2 year rule does not apply?

No, not unless your J-1 visa in the passport contains an annotation that "bearer is subject" to the 2 year rule.

Applying for renewal of green card will not be a smart thing to do. Ask for the stamp.
