It depends on the fee agreement.
If it is a flat fee, then all work is covered under that flat fee.
If it is an hourly fee contract, all work...

They can. But you can ask the judge to not enter judgment pending your payment.
Can you go through Judicial Binding Arbitration if the small claims court put down "dismissed with prejudice"
