For two years beginning in July, 2012, our next-door neighbor consistently blew piles of leaves onto our driveway (we share a zero lot line). No attempts by my wife and I to get our “neighbor” to cease and desist were successful: discussions turned to arguments. Calls to the police were ineffective, ...as dumping detritus on another's property is, “A civil matter, not a criminal violation.” Pleas for Restraining Orders were denied; two judges failed to find our “neighbor's” actions were sufficient to justify a Restraining Order.
