My wife was sentanced today to three years eight months for a non violent crime in l.a. county can she get house arrest.

If she is serving the time in county, she should apply. I've seen clients with > 1 year sentences get it. I'm not sure what the precise criteria is.

My husband is in jail. @ 1st it said felony! But now it's a misdaminor! But he has a immagration hold will he b deported??

The immigration hold is automatic with non citizens. It may mean something or it may not.

It seems highly unlikely that the US would extradite a person to another country for a crime committed in the US. There are a lot of subtle issues...

I got a parking ticket but the license plate states Ca. when I have Oregon plates does that make it void

No, but unless somebody figures it out they may not be able to tie it to the vehicle unless they also have the VIN.
