You can file for an expungement- PC 1203.4. This will not erase this charge from your record-but it will show a dismissal.

You certainly can try. You would have to establish that you did not know your friend did not have a valid driver's license. Get an attorney

Do you have any priors? For misdemeanors, you could go to jail for one year- although I doubt that would happen.

You cannot pay off restitution by going to jail. Restitution is to pay off the victim.

No such law exists. Google "red light camera photo tickets- Los Angeles County". You may choose to ignore.
