If I was in jail for a few days can I request my time spent there be credited to a fine I owe? To whom would I make the request?

Yes you can request his. This is usually made at sentencing.

My colleague is correct. Until you pay your fine your license will not be released . You have a failure to pay. This is the nightmare of FTP .

If it is a cell phone ticket- pay it. It is a non point moving violation. Make sure of the violation code.
