3 to 10? As an indeterminate sentence? He will serve a fraction of that because he gets 50% credit anyway.

There probably is some mechanism to appeal, or at least have the matter reviewed by whomever makes the decision.

You have a much better chance at winning with an attorney who has done these before, knows the rules, knows what the court is looking for, etc.

59 years? Almost certainly this is time barred. Even if it weren't, the passage of time would make the crime difficult, if not impossible, to prove.
