I do both state and federal in Los Angeles. I find -- as a general matter-- the caliber of the federal public defender's office is much higher...

That is not grounds for dismissal. It is a minor error that is immaterial to the charge.

I've done these "peeping" or "upskirting" cases in Long Beach courthouse and they take them very seriously. You should not be going to court...

If you have an attorney, you need to talk to that person. That said, pleas can be taken, typically, at almost any stage during a criminal case.

You should hire an attorney to represent you. An attorney can appear for you without you having to be there.
