If the video exists of your arrest or FSTs, you'll have to request it from the prosecutor. . .or more accurately, your lawyer will.

Is expungement under Penal Code section 1203.4 available for an infraction? I pled no contest to an infraction.

It is, but it's discretionary, not mandatory, like probation.
