yes, its a civil demand. But you don't need to pay it unless they sue you and it becomes a judgment.

go to the clerk of the court. They won't give you advice, but may provide you with the proper form.

Not sure what his attorney is doing, but probation violations are the province of the judge. You don't get a jury and the standard of proof isn't...
