Hire a lawyer in BR to try to appear for you and take care of it. Otherwise, you will eventually get arrested and the police will give you a ride...

Prosecutors are free to refuse to pursue case, and then later pick it up so long as the statute of limitations on the charges has not expired.

You can't expunge a non-existent case. You could have filed to have the arrest sealed, but it appears that you waited too long.
