You can file a police report. It is highly highly unlikely they will want you as an informant though.

No one is going to give you the details of the person who reported you. What is it you want to "press charges" for? I'm not sure I see a crime here.

You can certainly ask. Courts tend to take attorneys much more seriously than defendants though.

Yes, they can. If you are driving you are responsible for the saftey conditions of the vehicle, including cracked windshield.
