He has waited far too long to appeal. His sentence is higher than other peoples would be for the same charge since he has at least one prior felony...

Hire a lawyer right now. In my experience it takes a good attorney to get charges reduced or dismissed in Santa Barbara. You may have defenses, but...

Can the court increase your charges after arraignment? I know they can lessen them via plea bargain with attorney.

The court doesn't, but the prosecution could add or increase charges if they feel they can support such charges. Talk you your lawyer.

Pedestrians have the right of way, not drivers. If drivers had it, then people would be free to run over and kill any pedestrian crossing illegally.

You don't have to pay. They could try to sue you, but they don't do so in most cases because the cost to sue is higher than what they would win....

A conviction is not required to prove a probation violation. That said, the new case being dismissed could work in your favor at the PV hearing....

Are you paid by this lawyer for the referrals you send? In most states it is illegal for referral fees to be paid to non-attorneys.
