I would need to know how they happened to stop you. But they can ask for identification if they contacted you for a valid reason.

I would look on the IRS website and find the code and cite it to your employer and tell them that federal law requires it.

Most insurance companies check out the insured's health, etc or at least contact the person you are taking out the insurance on.
