John R. Parker Jr., who generally goes by his initials, “J.R.,” represents whistleblowers and employees in complex civil litigation, from investigation through settlement or trial, in state and federal courts and on appeal.
J.R.’s practice focuses on whistleblower and employment matters, including qui tam actions under the federal and state False Claims Acts, Medi-Cal and Medicare fraud, California insurance fraud employment claims, and civil rights. He has also handled class action lawsuits, consumer fraud, defective products and drugs, insurance bad faith, personal injury, medical malpractice, toxic tort, and environmental cases.
J.R. served as lead counsel for two former Biotronik employees whose False Claims Act suit alleged that the medical device company paid unlawful kickbacks to implanting physicians. After the United States intervened, the case resolved in 2022 with Biotronik agreeing to pay more than $12.95 million to the United States and various states, along with a separate payment to the California Department of Insurance and additional amounts to resolve the whistleblowers’ individual employment claims.
J.R. has also pursued cutting-edge consumer class actions against well-known companies in the tech industry, including Facebook, Apple, and Zynga. State and federal courts have appointed him lead counsel in class action cases in California and across the country.
J.R. understands what is at stake for an employee who reports fraud or misconduct, or who is mistreated at work, and then has to stand up to an employer with far greater resources. An injury to one is an injury to all, and J.R. is committed to representing ordinary people who lack the resources of the corporations, government contractors, and insurance companies that he holds accountable in his cases.
J.R. earned his J.D. from Harvard Law School in 2002, where he was Deputy Editor-in-Chief of the Harvard Journal of Law & Public Policy. He graduated summa cum laude from the University of Georgia in 1999 with an A.B. in Ancient Greek and Latin, and was active in the Phi Kappa Literary Society.
