She is a minor and her parents can't give consent to have sex. Consult with a family law lawyer about the marriage issue.

Yes, they can charge you later. Would not recommend becoming a CI. Consult privately with a criminal attorney for advice.

Agree with my colleagues. Do not pay and ignore all letters. They will not pursue the matter in civil court as it's not worth their time or expense.
I never completed caltrans from a case in 2005. 11yrs ago! is this going to be a problem trying to expunge record?

Based on your description, it's likely you have an active warrant for your arrest since you did not complete all the terms of your probation....
