For your spouse to be issued an L-2 visa stamp, you must either be outside the US with an L-1 visa stamp, or in the US in valid L-1 STATUS.

Best to use just one co-sponsor. The co-sponsor's income must be enough and the co-sponsor must be a US citizen or green card holder.
