Helen A. Sklar

Helen A. Sklar is certified by the State Bar of California Board of Legal Specialization as a certified specialist in Immigration and Nationality Law. Ms. Sklar has nearly 25 years of experience practicing immigration and nationality law.

Ms. Sklar has represented hundreds of applicants for relief in immigration court where she specializes in the presentation of asylum, withholding, waiver and suspension/cancellation cases. She is also a highly experienced appellate immigration lawyer, and has prepared numerous motions to reopen. Over the years she has prepared family and employment based applications, fiancé and religious worker petitions and naturalization applications.

Ms. Sklar was counsel in Jiang v. Holder (2010) and Castillo-Perez v. INS (2000), an important case in the Ninth Circuit Court of Appeals concerning an immigrant’s right to effective assistance of counsel.

Ms. Sklar’s varied experience has included work with the Immigrant Legal Resource Center, the National Center for Immigrants’ Rights, Inc., the Immigration Clinic at Stanford Law School, and the Dane County Advocates for Battered Women, which she co-founded in Madison, Wisconson. Ms. Sklar presently serves as a member of the Board of Legal Specialization of the State Bar of California.

Ms. Sklar has co-authored practice manuals and articles in legal publications, and has presented remarks before national and local associations. Ms. Sklar has a law degree from Golden Gate University School of Law, as well as master’s and bachelor’s degrees in social work from the University of Wisconsin, Madison.
