Custody and the father of the child's rights away till custody payments are paid up to current date.

I want to reopen my custody case and take it back to Court, it's tribal court so do the same rules apply to tribal courts as they do city courts of wyoming? I was told Tribal has there own rules and sometimes unfair and they can be cruel and dirty, depending on who I am trying to get custody back fro...m. NADFS Closed my custody case then summer of 2013 and granted my mother custody. Can reopen in City court or does it have to be tribal? How do I reopen the case without the father finding out or getting involved with custody? He has to many problems and refuses to follow his recommendations to get our son, I have followed all but Anger Mangagment, and Parenting, and UA's 3 times a week? Keep this off the grid is that a possibility?
