Depends on whether it is a felony, which usually has a 10 year statute of limitations and if has been less than 10 years, the answer is "yes." ...

Report this to HR. You should get a consultation with an attorney knowledgeable in sexual harassment.
Is getting an unwanted picture of a penis from an unknown number considered harassment? If so could I press charges?

In a car accident police report, officer at the scene said it's a he said / she said situation, but report says otherwise.

Police accident reports normally do not come in as evidence so I would not worry a lot about it. Go visit with an attorney and discuss this.
