As a tenant you are already under an agreement, but without a formal written agreement the law would have to look ro everythng (even that letter)...

In addition to the above response... PA does not have rent control laws and as long as the LL provides proper notice they can raise the rent...

The legal answer is that we dont know enough here to be sure, but generally hotel/motels are not governed by the same laws as residential "homes"...
