With an approved I-140 your H1 can be extended for three years until your PD becomes current.

Since you are H1 holder she would only be eligible for a H4 which does not allow her to work. You should consult an attorney to explore her options.

No you have to wait until you have had your green card for 2 years and 9 months.
What does "inspected" mean on Form I-485 where there is a question that were you inspected by a U.S. Immigration officer?
