Yes you can move from a L1A to E2. The two visas are not connected so you would be eligible for up to 5 years.

You will need to wait 5 years for your spouse to be eligible for citizenship. After she becomes a US citizen, she can sponsor you for a green card.

If you are a US citizen her overstay should be forgiven. It is best to bring all of your paper work to an attorney to evaluate your options.

In order to maintain H1b status you need to continue to work for the employer who filed a petition for you. Once the change of status is approved...
