Tom Moran was appointed in 2002 to defend me before the International Criminal Tribunal for Rwanda (ICTR) where I was accused of very serious crimes namely genocide, conspiracy to commit genocide, direct and public incitement to commit genocide; murder, extermination and rape as crimes against humani...ty and serious violation of article 3 common to the Geneva conventions and additional protocol II. It was a very complex case involving four accused and an indictment charging me with 9 counts and several modes of liability including joint criminal enterprise. We were all government ministers accused, allegedly responsible for massacres throughout Rwanda from April to July 1994 and the Prosecution has claimed both individual and superior responsibility for our alleged role and responsibility within the government, as well as our purported involvement in more specific events at various locales across the country.
