David J. Moraine

David Moraine is the Chief Legal Officer for Low T Center, HerKare, and their affiliates, a position he has held since 2012.  During that time, the company has grown from three locations, to more than fifty clinics nationwide.  Mr. Moraine is licensed to practice law in Texas and New York, and is admitted to practice in several federal district courts, the United States Court of Appeals for the Fifth Circuit, and the United States Supreme Court.  He graduated law school from Southern Methodist University School of Law as a member of the Phi Delta Phi legal honor society in 1996, and later earned a Master of Laws in Taxation at The University of Houston Law Center.  Mr. Moraine also holds a Master of Arts in Political Science with concentrations in Public Administration and International Affairs, and a Bachelor of Arts in Political Science. He has authored, co-authored, and lectured in the areas of health law, regulatory compliance, alternative dispute resolution, jury selection, taxation, and professional ethics.  Mr. Moraine is politically active and served as a member of Presidential Republican Strike Force teams in Texas, Michigan, and Florida. He is a former precinct chair, election judge, and has served as the elected chairman or member of two public municipal utility districts. He currently serves on the Board of Adjustment and Oil and Gas Board of Appeals for the Town of Flower Mound.
