You do not need to pay any filing fees for the I-767 or the I-130A.

Getting married does not impact either your naturalization or his Asylum. So whenever you wish to do is entirely up to you and your fiance.

It is better to withdraw. You don’t have to go through the lottery unless you are twelve straight months or more.

There are no Ten year R-1 Visas. You may be referring to B-2 visa.
