Your husband can get an E2 with his Italian passport not with his Braxilian. A truck company is great as long as he invests $100k

Who is the i131 for? You will probably get a biometric appointment first then RFE. You can always send in the photos now with a letter and a copy...

Yes she can work in India if she is authorized to work under India law. The GC has nothing to do with her ability to work in a foreign country
