There is a place on the form that says other names used. Put get married name in there

Is he already a permanent resident? If so he can file a reentry permit to allow him to be outside the USA to study. Consult an attorney.

No. Your mother will have to become a permanent resident first to sponsor your siblings.

As a us citizen you can live anywhere. There is no amount of time restricting you from being outside the US
