Secured appeal bond for client before securing reversal based on police's illegal initial encounter ... with Appellant. Court of Appeals found that mere possession of a weapon is not a crime in the State of Arkansas. Thus, Appellant walking around with a concealed weapon did not give police reasonable suspicion that he was engaged in any sort of criminal behavior.
