While a panel attorney such as Mr. West is limited by the direction and authority provided by the insurance company, there were instances where we believe Mr. West was less than effective in negotiations with the pla...intiff's attorney. We understand that Mr. West had a prior unfavorable result with the plaintiff's attorney, but it seemed that he was not willing to be as aggressive as he could have been until the trial date was near. I have directed attorneys for years and made some suggestions and expressed some opinions to Mr. West, but they weren't received with any merit, in my opinion. The case did finally settle once the insurance company provided adequate authority, which was significantly greater than Mr. West indicated in his pre-trial report.
