(``GTE'') had violated the FCC's regulations by having the service area boundaries (``SABs'') of three cellula ... r towers overlap the cellular geographic service area (``CGSA'') licensed to Bachow/Coastel L.L.C. (``Bachow'') in the Gulf of Mexico. The FCC directed GTE to modify the signal strength of these cell sites to eliminate the unlawful SAB extensions.
