You were court ordered to pay. You can't just stop paying and should have asked the judge for a reduction and then not ignored the later court...

Possibly a bad stop. However, the police will probably embellish on his reasons for approaching. This type of situation requires a lawyer

statute of limitations has nothing to do with administrative license revocation. You will ned to follow the DMV requirements
