Illinois cannot issue you a license while you are suspended or revoked in another state, not even for hardship.

"hard time" means that the earliest you can apply for driving relief is 11/30/02. I am guessing that you refused the test at the time of the last...

could be prison, could be probation. you need a lawyer.

if the 3 priors are all convictions, a 4th conviction will make you ineligible for life to drive in IL.

In IlL, there is a 2 year revocation insteads of one. And during the first year you can't apply for a hardship license.
