Nothing is risk free, but you should be able to be admitted on your F1 since you are still in OPT status.

If you missed the date, check if they will reschedule you. If the case is denied, you will need to refile.

Yes, you can file for your brother, your nephew cannot be a derivative, but your niece can. The process takes 13 years for most countries.
