You can get an additional, concurrent H1b for part time, and you are not subject to the cap.

The article refers to waiving the interview. It does not say that you will not need another visa to be admitted into the U.S.

If you properly amend the H1b visa, you should be able to obtain a new H1b in India without a problem.
