A subcontractor carried out a job on municipal owned property. However, my client, the municipality knew nothing of a subcontractor, and instead paid out all the funds reserved for the project directl ... y to the contractor. The contractor never paid the subcontractor. As a result of the subcontractor not getting paid, it filed suit against the contractor and the municipality.
