You need to consult a lawyer in Georgia, but the answer is most probably no. There is no exception for decoration that I know of.

No. You need to go to Louisiana to take care of it. In rare instances an attorney in Louisiana might be able to have your appearance waived.

You need to contact a civil attorney about filing a suit for wrongful death. The police report can be subpoenaed once you file suit.
