There is almost certainly more to it than that -- for one thing they need the drugs. Your brother should not be talking about his case with you....

It can certainly be denied. If the attorney files for a bond reduction and it is granted there is usually a mechanism for refunding the balance....

There is not very good answer to your dilemma -- usually guilty pleas are almost impossible to overturn. You might ask an attorney about some form...
