You can probably still just pay it. Or you can hire a lawyer to go to court for you but that won't guarantee anything.

Talk to your attorney about asking the judge that sentenced you to give you community service or higher fines instead of the SWAP.

If you had valid insurance at the time, the conviction can possibly be vacated. Otherwise, unfortunately, it sounds like you're going to be stuck...
