“I had a billing dispute with a former client who requested for all of the retainer after I had performed several hours of work. Though I had earned the fee, I later refunded the entire amount to the client. However, Illinois Ethics Rules can reprimand an attorney for not promptly (even within 30 days) returning the funds and therefore, I was "sanctioned." This is the lowest form of discipline and did not require any monitoring or action by the Commission.”
