If one Family Court ruled there was a "substantial & continuing change of circumstances" is that applied to other F.C. cases?

That is not how precedant workks. No you cannot use the other court's ruling but the ex husband might make va good witness for your case.
On probation, me and girlfriend got into a fight, told police I pushed her, she dropped charges but will I get in trouble ?

If no charges were ever brought I do not believe your probation will be violated.
