recording of deed in a divorce

had to get a water bill statement, get a water stamp, file a deed in a divorce. apparently a very routine procedure. i called him on his cell and at his office more than 15 times in 2 months and emailed him more than 10 times. he responded to one e-mail, indicating that he had recorded the deed, whic...h was not true. i got him on the phone finally to learn that he had done nothing regarding the water stamp etc. i hired someone else on tuesday 8-27-13 who, in between his other duties, did everything by noon on thursday 8-29-13. also, roger doesn't seem to know that a gift of property in a divorce requires a city of chicago transfer tax
