Your contract will dictate if you have to return the car or not. Ask in writing why and in what grounds they want the car back.

Chapter 13s are known for securing the Super Discharge. So things that are not dischargeable in Chapter 7 are dischargeable in a Chapter 13.

Yes you can file again. The reality is if your home is grossly underwater you must consider whether that is advisable or not.
