Served as second chair counsel for this federal civil rights case. The plaintiffs sued Siskiyou County, its sheriff, its county counsel, and its board members under 42 USC §1983 for violations of the ... Fourth Amendment's seizure clause and Fourteenth Amendment's equal protection and due process clauses. The plaintiffs alleged that the county passed various water conservation ordinances that discriminatorily targeted Hmong neighborhoods to deprive them of water, and that the county denied Hmong residents' property right to water access.
