Whatever grounds the F2 was denied upon appear to still exist so its an uphill battle. You can certainly try.

I am in removal proceeding. Can I file VAWA I-360 then apply I-485 with USCIS or my only option is VAWA Cancellation of Removal

Possibly they could report you to immigration but not very likely. However without current status you may have difficulties renewing a drivers...
