It sounds to me like old Council and new council wasn't very good. Missing 911 tapes usually works in the defendants favor.

File a motion for new trial. you definitely have an appealable issue based and ineffective assistance of counsel

Child 16 in drug court..turns 17 in 3 months..wants to go to jail, then do a year of drug court.can that be possible ?

No after doing the time she'll probably end up going on probation. Unless she has some type a diversion program she'll always have the conviction...
