The refund will come back to the estate.. the IRS does not know who paid the estate tax origionally..

Contact your landlord and HUD casemanager (office) and complain..
Tell them you are afraid of bed bugs again and that their negligence caused you...

Your sister does not automatically become your legal guardian.. your parents remain your legal guardian

Generally if it is not in your lease he cannot enforce it.. but there are always exceptions.
