Louis Flack v. Knox County, et al
Nov 22, 2014OUTCOME: Plaintiff was justly compensated monetarily following litigation, and this was a groundbreaking case in advocating for a new mental health facility that later opened in West Knoxville.
Plaintiff, a severely mentally-ill man suffering from a paranoid schizophrenia psychotic episode, was arrested and entrusted to the custody of the Knox County Sheriff's Department. While in their care, ... Plaintiff was brutally assaulted and beaten by no fewer than five corrections officers or deputies, who tackled, punched, kneed, and hog- tied him, and forcibly place him in a restraint chair for an undisclosed period of time. At least one assault was recorded by video. Defendants attempted to conceal facts from Plaintiff, his attorney, and the public in an effort to cover-up the facts surrounding the incidents.
